Position Overview

The Chief Program Officer (CPO) is responsible for overseeing program execution and growth around the world. With over 150 active programs in multiple sectors and geographies, this is a complex and dynamic position.

Three of the key early priorities for the CPO are: 1) Leading TechnoServe’s improvements in measuring, tracking and achieving consistently high program quality, 2) ensuring the closer integration and collaboration of program staff with staff from TechnoServe’s key technical practices (coffee and entrepreneurship), and 3) developing a clear geographic strategy that enables TechnoServe to sustain our long-term presence where appropriate, while retaining flexibility to deliver projects in non-office countries while optimizing regional and back-office functions for cost-effectiveness.

Responsibilities include supporting our regional teams to continue to grow their portfolios while ensuring that we continue to execute high quality programs that deliver meaningful and lasting change to our clients.  The CPO will also help to ensure that programs operate efficiently and are in compliance with TechnoServe’s Code of Conduct, donor/partner requirements and other regulatory/legal requirements in all program geographies.

The CPO will supervise a team of highly experienced, senior professionals spread across several countries and continents. This team will include four regional directors, two global practice leads and a program manager. 

The CPO is a member of the Senior Management Team and, as such, will help set organization-wide strategy and be a key leader and ambassador for TechnoServe.  The CPO will supervise six members of the Senior Management Team (four regional directors and two practice leads), and will need to work closely with several other SMT members, including the Chief Human Resources Officer, Chief Financial Officer and the Chief Transformation Officer. The CPO will lead TechnoServe’s annual planning process and will be an important contributor to the annual budget process.

Primary Responsibilities

The CPO must have a strong commitment to quality programs and excellence in organizational and project management with ability to achieve strategic objectives. Responsibilities include:

  • Work with Regional Directors and Country Directors to develop and implement a systematic approach to consistent delivery of high quality project management and outcomes, including, among others, robust systems and processes for quality assurance and adaptive management.
  • Establish and help project leadership to meet a set of standard practices for good  program management, generally, and for entrepreneurship and coffee programs, specifically.
  • Help RDs and CDs identify and capitalize on opportunities for impact, innovation and funding in their local context.
  • Support RDs and CDs to cultivate new funders and partners, and to effectively manage existing relationships with partner organizations. and develop new partnerships.
  • Provide leadership to develop inter-team communication, collaboration and cohesiveness.
  • Promote and model effective collaboration between corporate functions, such as new business, Human Resources, Finance.
  • At TechnoServe, talent is everyone’s job. Lead and support efforts to ensure that TechnoServe continues to attract and retain world class talent.
  • Ensure and improve operational and governance structures that allow field entities to execute regional and country operations.
  • Establish and manage a flexible approach to Regional portfolios and resourcing that optimizes and tailors support to our country and regional programs.
  • Lead TechnoServe’s annual planning process and contribute to TechnoServe’s budgeting and budget updating processes
  • Effectively represent TechnoServe to funders, partners, media and others in coordination with the CEO or others.
  • Report to the Board of Directors periodically as required and directed by the CEO
  • Lead and participate in all activities of the Senior Management and Executive Teams.  Contribute to building team trust, cohesion and integrity in oversight of the organization.

Qualifications:

  • Master’s Degree with 15+ years of experience managing international field operations
  • Proven project management expertise gained by hands-on project management in remote and difficult geographies
  • Private sector and international experience, skills and understanding
  • Experience communicating in multicultural and multilingual settings, including transferring best practices between environments
  • Strong analytical skills and business acumen 
  • Clear and effective communication skills, written and verbal
  • Fluency in Spanish or French preferred
  • Experienced and skilled manager with a demonstrated ability to lead and manage geographically dispersed teams
  • Understands and demonstrates personal self-awareness, self-regulation, empathy and respect for others
  • Works effectively and collaboratively with diverse groups of people
  • Comfortable working and building consistency in an entrepreneurial, decentralized environment
  • Balanced view of risk management and agility
