ABOUT THE ORGANIZATION:
Low Income Investment Fund (LIIF) is among the largest and most successful CDFIs in the country. LIIF’s mission is to alleviate poverty by providing capital, programs, and technical assistance to integrated community development projects, serving as a bridge between the capital markets and low income communities, attracting and directing private capital into under-invested areas. LIIF focuses on the “social determinants of health” via our work across housing, child care, education, health and transit-oriented development. Our capital and programmatic innovations and practices create models and templates that we utilize to inform and create policy at the federal / state / local levels, with the broader goal of systems change.
Founded in 1984, LIIF has deployed approximately $2.4 billion, serving more than two million people. To date, total financings have resulted in the creation of 33.3 million square feet of community, commercial and fresh food retail space; 75,830 units of affordable housing; 364,750 slots in quality K-12 and early education facilities; and 151,723 direct and induced jobs. As of March 31, 2019, LIIF has assets under management of $749 million, of which $428 million is on-balance sheet with $321 million representing off balance sheet funds. Life to date, LIIF has raised more than $1 billion in off balance sheet funds. LIIF received an issuer rating from S&P Global Ratings of “A-” with stable outlook, in addition to the highest possible rating from AERIS.
LIIF headquartered in San Francisco, California, LIIF has four local offices across the country and roughly 80 full-time employees.
ABOUT THE POSITION:
The Chief Strategy Officer will serve as a key external-facing leader for the organization and will manage multiple organizational functions including policy, development, and communications, while also leading strategy and innovation activities. Working closely with the CEO, the Chief Strategy Officer will be tasked with formulating and implementing key elements of LIIF’s operating plans, with a focus on branding, communications, fundraising and policy/advocacy, in service of advancing LIIF’s goals, including increasing LIIF’s visibility, sustainability and impact. The CSO will also play a leadership role on all external equity initiatives, aligned with its social justice and equity mission statement. In addition, the CSO will collaborate with a team of professionals in LIIF’s five offices across the organization, most closely with the Program and Lending staff.
Reporting to the CEO, the CSO will serve on LIIF’s executive management team and oversee a team of seven.
Responsibilities include, but are not limited to:
External Relationship Management
Serve as an ambassador for LIIF, representing the organization across a range of forums and audiences including supporters, partners, donors, public forums, and with media
Develop and implement strategic campaigns to encourage the use of LIIF’s models and learnings by external organizations, decision-makers and others
Strategically position LIIF (and its leadership team) as an influencer and resource within the community development industry; maximize the use of senior leaders’ time in engagement – and relationship-building activities
Serve as the chief external representative for LIIF around its social justice and equity initiatives (SJE), identifying key partners, and tracking best practices in the market
Partner with Chief Administrative Officer to promote and support LIIF’s internal equity initiatives
Form effective high-level relationships with key partner organizations
Work closely with the CEO to drive, coordinate, and manage LIIF’s multi-year strategic planning process, coordinating with the organization’s leaders
Monitor and assess the organization’s progress against its strategic goals on an annual basis, providing reporting that can be used by LIIF leadership, Board and staff
Partner with functional leaders to develop annual work plans for LIIF’s development, communications, policy, and innovation activities that enable LIIF to meet its strategic goals
Lead and support LIIF’s Social Justice and Equity equity work; ensuring LIIF continues to work toward transforming the systems that allocate power and resources in order to create communities where all people have equitable access to opportunity
Manage and ensure deliverables and progress under LIIF’s SJE Action Plan
The CSO will work with the head of Development to rationalize and optimize LIIF’s current fund raising program, which encompasses general unrestricted operating grants, program/capital-related grants, and competitive federal, state, and local grant RFPs
Alongside the CEO, and working with other senior managers, the CSO will serve as LIIF’s lead fundraiser, generating significant, renewable funding, and will work in concert and support with other LIIF leadership in capital / fundraising efforts
The CSO will oversee the preparation of LIIF’s annual fundraising plan for national and regional funding needs with established revenue goals, strategies, and timelines for reaching fundraising goals. This accountability will include responsibility for annual budget targets for fundraising and grant revenue
The CSO will serve as a key steward and liaison for major donors and funders
Policy and Government Affairs
Establish the vision, goals and strategy for LIIF’s government, community relations and advocacy efforts; develop a framework that drives decision-making related to work done by the LIIF policy team, coalitions and membership organizations, and lobbying support
Leverage LIIF’s programs, lending and other activities to inform and support its broader work with national and DC-based advocacy organizations
Ensure that LIIF’s policy program aligns with its policy priorities, as defined by its strategic plan
Serve as one of LIIF’s key representatives, supporting its legislative and advocacy efforts with external audiences, both on Capitol Hill and with other policy makers
Communications, Marketing and Public Relations
Develop strategy and oversee implementation of LIIF’s external branding, public relations, and related external communication strategy, including the work of LIIF’s lending and program teams. Ensure that communication efforts closely support and complement strategic goals and priorities
Lead the Communications team in defining and building an aggressive marketing strategy that ensures consistent institutional messaging and strong branding aligned with LIIF’s core values. The strategy will leverage multiple tools, including LIIF’s annual reports, social media presence, program and lending initiatives, and website.
Actively seek opportunities for LIIF to share insights through media, conferences, and other public forums and serve as primary point-person for all opportunities and requests.
Provide messaging strategy and support for LIIF senior managers, for public events and other engagements.
Ten or more years of experience working with nonprofit organizations, public sector initiatives, philanthropies and/or businesses that create pathways of opportunity for low income people and communities, with a minimum of five years of executive level experience
Ability to serve as a compelling external leader, while supporting the development of unified and inspiring organizational voice for internal and external stakeholders
Demonstrated success overseeing external relations (communications, government relations, and/or marketing)
Experience building and strengthening the structures, supports, and teams required to support a high-performing development team
Track record of leading and mentoring teams, with a deep commitment to recruiting, mentoring, training, and retaining a diverse team, and possess the foresight and ability to delegate appropriately
Proven success developing funding partnerships and/or generating revenue in a nonprofit or relevant for-profit setting.
Ability to operate with flexibility, creativity, and accountability, while maintaining respect for others’ concerns.
Exceptional strategic thinking and problem solving skills, with the ability to influence an organization at all levels, building consensus towards achieving its vision and goals
High degree of personal and professional confidence, as well as presence, to guide the fundraising activities of the CEO, senior staff and Board of Directors
Ability to articulate a vision and translate it to various stakeholders, internally and externally, while inspiring understanding, ownership and support
Exceptional communication skills - both written and verbal - and the capacity to compellingly communicate LIIF’s vision and mission to governments, funders, communities and partners
Deep personal commitment to LIIF’s mission, and organization’s core values of equity, diversity, excellence
Strong interpersonal skills, with a demonstrated track record of working effectively in a team environment, building consensus and solving problems collaborative
