Job Description:

Position Summary: The Senior Research Development Officer will provide leadership, strategy development and management of research projects and participate in planning new projects for the research division. The Senior Research Development Officer will plan and develop research opportunities in all of the Foundation’s strategic areas of interest. Specifically, this position is expected to work collaboratively with colleagues across the Foundation to develop research projects, and also manage external research contracts with consultants. Building upon the Foundation’s efforts to shift health system resources in support of community prevention and upstream priorities, the Senior Research Development Officer is expected to contribute to the Foundation’s understanding of the policy environments and innovative practices, generation of ideas and strategies, development and management of projects, and articulation of outcomes. The Senior Research Development Officer assists the Vice President for Applied Research in planning, managing and providing quality oversight of research projects.

Scope of Work:
  • Work as a part of the research division to develop the Foundation’s strategy for delivering on the vision, consistent with the direction set by the Foundation’s board
  • Serve as a strategic partner with the Vice President for Applied Research in shaping and delivering on the research agenda and priorities of the research team
  • Engage in various internal and external research efforts to better understand health policy, health care delivery systems and social determinants of health issues within Texas and nationally
  • Collaborate with colleagues from across the Foundation to develop and refine strategies in multi-sectoral community health collaboratives, health system reform efforts, and social determinants of health projects
  • Develop and cultivate relationships with public and private funders, thought leaders and other external stakeholders to inform the Foundation’s strategy development in the areas of health systems and social determinants of health
  • Identify opportunities for research projects in support of the Foundation’s strategies, including planning and oversight of contracted research, which comprises a significant portion of the Foundation’s research portfolio
  • Support efforts to position EHF as a philanthropic leader across all 9 strategy areas, especially in advancing the “health not just healthcare” agenda
  • Provide support and mentoring to junior members of the research team


Qualifications and Skills:
  • Graduate degree (preferably doctorate degree) with significant experience in public health, public policy or a related field
  • A minimum of 8 years of professional work experience in public health, public policy, or a related field for doctorate or master’s degree applicants
  • Experience in developing and implementing health system reform efforts, multi-sectoral community health collaboratives, and feasibility planning efforts
  • Demonstrated strategy development, program and planning experience
  • Understanding of federal, state, and local health policy and health care delivery systems
  • Comfortable operating in both quantitative and qualitative research environments
  • Experience in supervising and motivating staff
  • Ability to prioritize projects, multi-task, and meet deadlines and support others in doing the same
  • Respect for diversity and knowledge of the region’s demographics


In addition to salary, the candidate will receive Episcopal Health Foundation’s employee benefits which include comprehensive health insurance coverage and a retirement plan to which the Foundation will contribute an amount equal to 9% of base salary.
