We are looking for a Deputy Director, Strategic Sourcing & Procurement to join our Global Financial & Accounting Services (GFAS) team, which is part of the Finance organization at the foundation. The GFAS division is a growing team with an increasing breadth of responsibility. The foundation continues to grow in its global footprint and in the complexity of its work. The GFAS team is scaling up to support this important work. The team's vision is to provide innovative and scalable global business solutions while safeguarding the reputation of the foundation and our related entities, with the highest standards of integrity and operational excellence.

At present, the foundation has relationships with vendors who provide almost $1B annually in both goods and services in order for us to meet our mission across the globe. As we have grown in size and complexity and as this function at the foundation matures, we are seeking a leader who can work within our culture and structure to assess the opportunities for maturity, appropriately engage stakeholders across the foundation, develop goals and strategies for impact, and launch and operate this new function.

The Deputy Director is responsible for establishing and leading a strategic sourcing and procurement function to efficiently and effectively enable business and functional partners to maximize the value they receive from their vendors. The individual in this role will develop the strategy and plan for the design and growth of a global strategic sourcing and procurement function, implement that plan, and continuously improve strategic sourcing and procurement systems and processes. The leader will work with internal stakeholders to understand their needs and deliver services to meet those needs. Value drivers for establishing this new function include the desire for efficiency in our purchasing function, stewardship of the foundation's resources, and aligning our buying practices with the mission. The ideal candidate would ideally have experience developing successful sourcing and procurement programs, have a deep understanding of how both services and goods are procured, demonstrate an understanding of global operations, and be motivated by our missions as a private, family foundation seeking to improve the human condition around the globe. This is a new role for the foundation and will report to the Director, Global Financial & Accounting Services, as well as establish and maintain relationships across the foundation's programmatic and operational divisions. Initially, this role will function as an individual contributor, and our sense is that as the function matures over time this individual will be leading a small team of professionals.

Core Responsibilities

Strategic Leadership:

  • Develop organizational strategic sourcing and procurement strategy as well as creation and management of short, mid, and long-term goals and objectives
  • Create and improve of best-practice based processes; drive consistency and provide clarity on processes, policies, and procedures
  • Establish a clear governance framework and decisions rights for procurement processes
  • Partner with business and operational leaders on large sourcing initiatives, leveraging procurement best practices and strategies to ensure effective implementation and execution
  • Navigate and manage internal stakeholders and collaboratively make fact-based decisions informed by collective expertise, strategic business priorities, stakeholder input, and data driven metrics
  • Enable the procurement function to develop alongside an evolving contracting process, deployment of an enterprise wide grants and contracts system, maturing business processes, and evolving DEI strategy.

Operations Leadership:

  • Develop sourcing and procurement processes and policies that are efficient and effective and make it easy for people to do the right thing.
  • Incorporate diversity, equity, and inclusion into the foundation's buying decisions.
  • Develop objectives and KPIs to measure and manage spend, sourcing effectiveness, and supplier performance to continuously improve operations.
  • Evaluate buying channels and determine best methods for procuring goods and services at the foundation.
  • Identify and realize cost-saving and cost-reduction opportunities, especially in key procurement categories.
  • Advise and influence finance, operations and IT colleagues in the best use of technology to ensure technology supports best practice procurement processes.
  • Adhere to procurement policies and management of systems of internal controls.
  • Establish effective reporting and data strategies.
  • Partner with program and operations teams globally as they plan their work to understand their needs and proactively identify vendors that can meet those needs.
  • Incorporate preferred vendor and competitive bidding strategies into the foundation's buying practices.
    Team Leadership:
  • Develop a resource plan and delivery model for the strategic sourcing and procurement function. As this develops, manage the function with contingent staff and staff reporting to other functions.
  • Build and manage a small team of procurement professionals; responsible for their development and training and ongoing performance management of the team.
  • Lead a variety of cross-functional teams across other business functions and initiatives.
  • Promote a culture of high performance and continuous improvement that values diversity, learning, and a commitment to delivering results.

Core Knowledge and Skills

  • Experience in transformational leadership concepts, project management, change management, and theory of change in a matrixed organization
  • Analytical mindset, but also creativity to seek, encourage and find non-traditional approaches that have historically 'boxed-in' procurement
  • Ability to deal with ambiguity and change; and to influence without direct authority
  • Demonstrates a high degree of organizational agility; awareness of organizational dynamics that influence how to get work done in a complex ecosystem
  • Team player who collaborates with business units and functional partners like IT, finance, HR, legal, grantmaking programs, etc.
  • Solid operational management and general business skills; exercise good judgment
  • Working knowledge of finance and/or accounting in terms of budgeting, cost management, financial accounting, treasury, risk management, etc.
  • Ability to communicate the value of procurement and to lead procurement as a services business like any other well-run professional services business
  • In-depth knowledge of sourcing and procurement principles and best practices
  • Strong negotiation skills to use for large commercial deals
  • Experience with modern sourcing and procurement systems
  • Familiarity with relevant legislative and regulatory requirements, as well as understanding of standard contractual terms and conditions to mitigate legal risk
  • Strategic mindset and problem-solving skills
  • Change management skills and self-awareness to take varying approaches with a dynamic set of stakeholders
  • Successful experiences in facilitating progressive organizational change and development in a complex, expanding and global organization

Qualifications:

Education and Experience

  • Bachelor's degree required in supply chain management, economics, finance, operations, engineering or a related field. Advanced degree with 10+ years of experience in senior supply management, or equivalent experience preferred.
  • Proven track record leading in an operations management role in a cross-functional, matrixed organization; has delivered large savings and other value on high procurement spend via a strong team of employees.
  • While not mandatory, it is desirable that candidates who do not have a degree in supply chain management or operations management possess an industry recognized certification such as the CPSM from the Institute for Supply Management or a near equivalent from firms such as the American Purchasing Society, Chartered Institute of Purchasing and Supply, International Purchasing and Supply Chain Management Institute, The International Federation of Purchasing and Supply Management and others.
