Reporting to the Chief Executive Officer (CEO), the Chief Operating Officer (COO) is responsible for diverse day-to-day operations, fleet/vehicle management, contract management/compliance (administrative operations), quality improvement, the CAC comprehensive community needs assessment process, the assessment of internal/external needs and resources, strategic planning and organizational communications. Particular emphasis is placed on administration/oversight of the Community Services Block Grant (CSBG) and related planning/reporting requirements, as well as the pursuit of excellence and performance-based management and accountability, including the agency-wide implementation/integration of ROMA principles and practices.
Supervisory Responsibilities: Directly supervises staff in assigned areas of responsibility. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Requirements: Bachelors’ degree in Business Administration/Management, Public Administration, Social or Human Services or related field, with a minimum of ten (10) years’ work experience with increasing responsibility or the equivalent combination of education and experience. A Masters’ degree is preferred. A minimum of five (5) years proven experience in senior management, including supervising seasoned staff responsible for key organizational functions is required.
Ability to lead high performing management and other team members is essential, including the capacity to schedule/direct the work of staff using problem-solving skills responsive to the changing needs of the program and/or organization. Demonstrated working knowledge of performance management and accountability principles and practices, e.g. ROMA, Six Sigma, etc. is highly desirable. Ability to interpret, implement and communicate federal, state, and local laws, regulations, rules, policies, procedures relevant to various organizational departments. Ability to conceptualize, plan for, and implement best practices, and innovative program models/client services. Knowledge of budgeting, organizational methods, and contract procurement and administration. Demonstrated skills in developing policies, procedures and systems for implementing programmatic functions, and completing critical work assignments with a high degree of accuracy. Ability to evaluate programs and make sound decisions in a crisis situation. Possess outstanding leadership, managerial, technical and organizational skills with the capacity to oversee complex and diverse operations and effectively coordinate, perform and complete multiple duties and assignments concurrently and in a timely manner. Ability to establish strong working relationships with staff, peers, CAC Board members, funders and other external stakeholders is essential.
Knowledge of contract management systems; database software; internet software; project management software; spreadsheet software and word processing software. Valid California driver's license and proof of insurance. Certified Community Action Professional (CCAP) designation and Results-Oriented Management and Accountability (ROMA) certification or National Certified ROMA Trainer designation are highly desirable.
