About Guilford County Schools (GCS)

Guilford County Schools (GCS) is the third-largest district in North Carolina, serving nearly 72,000 students across 126 schools in urban, suburban and rural areas. Superintendent Sharon L. About the Public Health Director

Reporting directly to the Chief of Student Services, presently responsible for the COVID-19 Response Team, the Director of Public Health is a critical leadership role that directly affects the lives of students, staff and families of Guilford County Schools. The leader in this role directs and implements preventive and diagnostic health care services in relation to the COVID-19 pandemic and other infectious diseases. The Public Health Director interprets data and policy and develops training and protocols for district and school staff members, students and families in matters pertaining to COVID-19 and other infectious diseases. The Director serves as the district representative and spokesperson in many settings and collaborates with various internal and external stakeholders, including school and district leaders, the county health department, private medical professionals, clinics, and human services agencies.


Systems, Policies and Practices

  • Create a culture of continuous improvement by proactively establishing systems, policies and practices which allow the district to maintain a safe and healthy environment for learning, in light of the COVID-19 pandemic and other infectious diseases.

  • Work collaboratively with district and school leaders, facilities and maintenance staff, and student support staff to establish systems and processes for safety, quality, and transparency in understanding the implications related to the COVID-19 pandemic and other infectious diseases.

  • Use and analyze health data to drive decisions and guide problem-solving related to the pandemic and preventative health.

  • Present and share data with broad audiences to improve transparency and communication which will prevent the spread of contagious illnesses.

  • Address systemic issues efficiently, effectively, and consistently.

  • Facilitate problem-solving to ensure appropriate preventative and diagnostic health services and resources for students.

  • Remain current on relevant local policies, federal and state statutes; provide technical assistance to staff and families related to the implementation of policies and procedures which allow for the safe operation of schools in the midst of the COVID-19 pandemic and other infectious diseases.

Building Strong Relationships with External and Internal Partners

  • Serve as the subject matter expert regarding COVID-19 and communicate with various stakeholder groups to ensure that expectations are clear, and that questions are answered directly and transparently.

  • Ensure that district has strong partnerships in the community, including the Guilford County Health Department, North Carolina Department of Health and Human Services, community health organizations, hospitals and health agencies, local government officials, and key leaders in the communities.

  • Create proactive systems that garner feedback from staff, students and families to inform and evaluate the effectiveness of the district’s COVID-19 response strategy and associated policies, priorities and practice.

  • Promote the district to explore creative partnerships that promote and enhance the physical health and well-being of students, staff and families.

Training and Professional Learning

  • Develop and oversee the delivery of training and protocols essential to support all educators to be fully equipped to maintain safety and health while providing instruction to students.

  • Educate staff, visitors, and families on the aspects of infectious diseases such as symptoms, communication, contact tracing, resources for support, and prevention.

  • Support district and school leaders and the community to make decisions based on research and best practices in student support, health, and safety.

  • Strategically manage and allocate resources (including money, people, time, etc.) aligned to students’ needs.


Key Competencies

The ideal candidate will demonstrate the following:

Knowledge and Expertise in the Public Health and Infectious Disease

  • Understand, interpret and communicate the research and data on infectious diseases and COVID-19.

  • Experience developing preventative health programs and identifying resources for students and families in order to prevent illnesses and promote healthy behaviors.

  • Understand and disseminate best practices, training and resources on disinfecting, sanitizing, and utilizing personal protective equipment (PPE) to limit and prevent the spread of COVID-19 and other infectious diseases.

  • Interpret and implement federal, state, and local regulations and compliance requirements related to the pandemic, preventative health services, and infectious diseases.

Project Management and Effective Execution

  • Demonstrate critical thinking skills and the ability to analyze data, identify trends, and diagnose root causes.

  • Identify health and safety priorities for the district, establish objectives with a strong focus on goals and results with clear metrics for success.

  • Track and monitor data, share progress and demonstrate persistence to overcome obstacles to achieve goals.

  • Proactively offer innovative solutions to seemingly intractable problems.

Minimum Training & Experience
  • Bachelor’s degree in nursing or public health. Master’s degree in public health, public administration, health administration, or nursing from an accredited college or institution preferred.

  • Three years of supervisory/administrative/management experience, preferably in public health agency or public health work, including responsibility for infectious disease.

  • Knowledge of best practices, and awareness of infectious disease research, national and local health standards and practices.

  • Knowledge of first aid and emergency care preferred.

  • Knowledge of the North Carolina Nurse Practice Act.

  • Eligible for valid NC driver’s license at time of hire.



Salary for this position is competitive commensurate with prior experience. In addition, a comprehensive benefits package is included.
