Zoe Bulger

Manager

Zoe Bulger is a manager in Bridgespan’s San Francisco office. She rejoined Bridgespan in 2025, after previously working at the firm from 2016 to 2021, and focuses her work on impact investing, climate, and economic mobility.

At Bridgespan, Zoe has led strategy development, transformative scale, sourcing and diligence, and organizational effectiveness engagements. She has partnered with leading funders such as Co-Impact and Blue Meridian Partners, as well as nonprofits including YouthVillages and OneTen.

Prior to rejoining Bridgespan, Zoe led impact on the investments team at The California Endowment, where she helped align the approximately $4 billion endowment with the foundation’s mission and values across asset classes and sectors. Before that, she served as Head of Impact & Sustainability at Summa Equity, a European investment firm focused on circularity, energy transition, sustainable food, and tech-enabled resilience. In this role, Zoe operationalized the impact strategy for Summa’s first Article 9 impact fund under Europe’s Sustainable Finance Disclosure Regulation (SFDR), which at the time was one of Europe’s largest private equity impact funds.

Zoe has also led work to advance impact measurement and management for investors and portfolio companies. She is the author of Harvard Business Review’sHow Fintech Can Deliver on Its Social Impact Promises.

Zoe holds a Master in Public Policy from the Harvard Kennedy School and graduated Phi Beta Kappa from Duke University. She lives in San Francisco, where she spends her time outside of work playing in the mountains and the ocean.
